A three-time All-Wisconsin Intercollegiate Athletic Conference (WIAC) football selection, Portilia earned first team accolades in 1999 and 2000 and second-team honors in 2001. He was named to a pair of All-America Second Teams in 2000, including Hewlett Packard and Football Gazette. Portilia recorded nine interceptions during the 1999 and 2000 seasons.

UWL's career leader in interceptions with 21, Portilia is tied for the school's single-game record with three interceptions coming versus UW-Eau Claire on October 30, 1999. His 21 interceptions rank seventh in WIAC history. Portilia was named the WIAC Defensive Player of the Week during the 2000 season after finishing with two interceptions in UWL's win over National Collegiate Athletic Association (NCAA) Division II Northern State University (S.D.).

Portilia was a member of UWL's conference championship and NCAA playoff team in 1999. He recorded two interceptions in the Eagles' national playoff game versus Central College (Iowa) in 1999, but due to the NCAA Statistics policy, national playoff games didn't start counting toward team and individual records until 2002.

He earned his bachelor's degree in radiation therapy from UWL in 2003 and master's degree in business administration from the University of Wisconsin-Milwaukee in 2013. Portilia, from Kenosha, Wisconsin, was a member of the 2001 WIAC Scholastic Honor Roll.
